Will this collet damage the bearing or crankcase?

When used correctly with the matching puller, the collet minimises slippage and concentrates force on the bearing inner race, reducing risk to the case and crank.

Is the 11.5-12mm tolerance tight enough for worn bearings?

The collet is sized for standard 11.5-12mm ID bearings; slightly worn bearings may still extract but check fit before full pull to avoid slipping.

Can this be used on other engine classes?

It is optimised for .21 engines and 11.5-12mm IDs; other engines with the same bearing size may be compatible but verify clearance and fit first.
