Will the RP-103PUA change front ride height?

The extra length can slightly increase static ride height when fitted with the same preload. Expect to fine tune preload and droop after installation to retain balance.

Should I change shock oil with this spring?

You may need softer damping to complement the harder spring; drop a grade or two in shock oil and evaluate how the car absorbs bumps and maintains grip.
