The Japanese Navy had acquired the "Special Type" and Hatsuharu-class destroyers, of better armed and had higher performance than destroyers of other navies in those days. That they had been top-heavy however, and so the unique Shiratsuyu-class desired to rectify this problem. Which an assembly kit of this Harusame, finished in 1937 since the fifth ship obviously.
