In 1940 the Navy instructed Kawanishi Aircraft, that has past expertise in development of superb floatplanes, to produce an aircraft become called 15-shi floatplane fighter, Kawanishi designed and produced a sizable, single-seat midwing, floatplane of metal construction. It had a giant centerline float, and just a little strut mounted outrigger float near each wing tip. It had been operating on an exemplary Mitsubishi Kasei radial engine and first flew in December 1943. It had been designated the N1K1 Type 11 "Kyofu" and rule called "Rex" by the allied forces through war.

Although Kyofu had been seen as numerous effective floatplane fighters to have ever been devote practical solution, it arrived much too late to obtain any effect on the result of pacific conflict.
